Selection process for law enforcement officers

The effect of the proposed rule amendment is to allow an out-of-state law enforcement officer, who is currently certified or has been in the last two years, to be placed on the requisition list without taking a written exam. It also specifies the appointing authority shall determine the minimum score for the written exam.

The reason for adopting the proposed rules is to allow fathers, like mothers, to use sick leave after the birth of a child, which is already allowed for fathers after the placement of an adopted/foster child; update FMLA policy to match federal language; and update the references to the most current performance management system, provide rates of pay parameters that that can be administered in all salary structures, and to ensure market equity in rates of pay for specific personnel actions.

The effect of the rules will be to update the administrative rules to match current practice. The Bureau of Human Resources received legal consultation that the Family Status Change Forms should be due within 30 days of a qualifying event, such as birth, adoption, marriage or divorce. The standard currently listed in administrative rules is 60 days.

Amend rules to implement parts of SB 57, passed during 2021 Legislative Session, which updated laws regarding the state employee health plan and its administration. These changes will help ease plan administration of the multiple benefits the state offers.

Removal of the mandatory requirement that rate of pay for certain employees must be adjusted to at least five percent above minimum after six months of service. We are revising the compensation plan and moving current pay range minimums toward true market minimums.
