70:01:02:21 – Custer County speed zone rule. The current administrative rule sets the speed limit on State Trunk Highway 87 and U.S. Highway 385 in Wind Cave National Park at 45 miles per hour, except for a 0.8 mile segment of U.S. Highway 385 where the speed limit is 25 miles per hour. Under the proposed rule change, the 25 mile per hour speed zone on U.S. Highway 385 would be eliminated, resulting in a 45 mile per hour speed zone on all of U.S. Highway 385 within the boundaries of the Wind Cave National Park. At one time, U.S. Highway 385 was located along the visitor center at Wind Cave National Park, which justified lowering the speed limit to 25 miles per hour on the 0.8 mile segment near the visitor center. U.S. Highway 385 has been realigned, so the highway no longer passes in front of the visitor center. Because of this realignment, the 25 mile per hour speed zone is no longer necessary. The proposed rule change would also reduce the speed limit on State Trunk Highway 87 within the boundaries of Wind Cave National Park from 45 miles per hour to 35 miles per hour. State Trunk Highway 87 is a winding two-lane scenic road through a national park. Given these characteristics, reducing the speed limit to 35 miles per hour will enhance traffic safety.
