68:02 Board of Economic Development The effect of the amendments will be to authorize the Board of Economic Development to make loans from the Revolving Economic Development and Initiative Fund for the construction and refurbishment of multi-family housing. The amendments will allow for the amortization of loans for multi-family housing for a term of up to 30 years. The proposal also includes the repeal of a transitional rule adopted in 2007 which is not obsolete. 02/12/2020 02/11/2020
12:21 Beginning Farmer Loan Program The effect of the rules will be to adjust certain eligibility provisions, the application process, and lending procedures for the Beginning Farmer Loan Program. 68:02 Board of Economic Development The effect of the rules will be to streamline the administration of, and to clarify the Governor’s Office of Economic Development staff’s authority with respect to, loans from the Revolving Economic Development and Initiative (REDI) fund, and to make technical corrections to statutory references relating to the South Dakota Jobs grant program. 08/13/2025 08/12/2025
12:22 Agribusiness Bonding and Lending Programs The effect of the rules will be to remove an unnecessary provision relating to informal dispute resolution in the Economic Development Finance Authority’s agribusiness bonding program and to change the requirement for a local in-person hearing for bonds issued for projects under the program, provided an option to participate telephonically or by video conference is provided to interested parties. The proposed rules will also make technical corrections to rules for the agribusiness bonding program and repeal rules for the value added agribusiness relending program and the value-added agriculture subfund. 08/13/2025 08/12/2025
68:01 APEX Loan Program The reason for proposed repeal of the rules is due to the sunset of the APEX loan program following the transfer of program funds to the Revolving Economic Development and Initiative (REDI) fund under the Board of Economic Development (BED).
