Ticket-in ticket-out implementation and general cleanup

The effect of the proposed rules will be to implement ticket-in ticket-out payment for video lottery terminals and to clean-up and clarify some existing rules. The reason for these rules is to implement legislation passed during the previous legislative session and to clarify existing rules.

New content is added below as the draft rules move through the rule-making process.
