(Article 24 Chapters 10-17-55-57-58)

Sections 24:10:42:27 and 24:10:42:28 (PTI set asides and Per Student Allocation) The effect and purpose of changes to § 24:10:42:27 and § 24:10:42:28 (PTI set asides and per student allocation) is to include the National Guard Tuition Benefit funds as a set aside in the technical institute budget and note the PTI per student allocation as set for fiscal year 2018 by the South Dakota Legislature. Chapter 24:10:49 (PTI Instructor Salary Support Funds) The effect and purpose of changes to § 24:10:49 (PTI Instructor Salary Support Funds) is to clarify the distribution and application of technical institute instructor salary support funds for fiscal year 2018. Section 24:17:03:06 (Student Count for State Aid Purposes) The effect and purpose of changes to § 24:17:03:06 (Student Attendance Drop Rule) is simply a clarification related to which non-attending students are dropped from state aid calculations. Article 24:55 (Public School Accountability System) The effect and purpose of changes Article 24:55 (Public School Accountability System) would suspend calculation of the School Performance Index for the 2016-2017 school year and hold over classifications from the 2014-15 school year. Article 24:57 (Teacher Performance Standards & Evaluations) and Article 24:58 (Principal Performance Standards & Evaluations) The effect and reason for the changes to the rules is to allow local flexibility in decisions regarding the incorporation of assessments and student growth ratings in implementation of teacher and principal evaluation systems.
