The effect of the rules will be to remove the requirement that state fees not exceed 20% of total tuition and fees and to revise the per student allocation to coincide with the amount approved by legislature. The reason for adopting the proposed rules is to bring the rules in compliance with legislation passed during the 2014 legislative session.
