The effect of the rules will be to correct existing rules for errors and statutory references due to
repeal of certain sections of the South Dakota Codified laws, to remain current with federal
regulations concerning pipeline safety, to allow additional time for telecommunications
providers to submit annual filings, to simplify the master metering requirements, and to ensure
financial security of grain buyers.
